Where It's At Is Where You Are, who have been giving this away free, refer to it as being by a mysterious indie supergroup, but given it was first released ten years ago by Sportique* (featuring members of Razorcuts, Heavenly and the Television Personalities) it's not exactly iamamiwhoami. Still, it's rowdy enough in a lo-fi sense and had it been released properly it could have been 2010's own Official Colourbox World Cup Theme.
